Keystone Permits Refund Policy
Overview
You can cancel for a full refund of our service fee until 3 days after we deliver your permit number. After that, no refund is due. Government and third-party fees are passed through at cost and are refundable only if the agency or vendor refunds them to us.
This policy covers all permit expediting, permit research, code violation resolution, inspection scheduling, and related services from Keystone Permits. Your signed service agreement controls if it conflicts with this policy.
You pay for the work we do, not for the outcome a government agency decides. We cannot guarantee approval, timing, or agency decisions, but we stand behind our own work.
What Is and Isn't Refundable
Keystone service fee: Refundable until 3 days after your permit number is delivered. No refund after that.
Deposit or retainer: Treated the same as the service fee and applied toward it.
Government permit and plan review fees: Refundable only if the agency refunds them. Most Florida jurisdictions keep plan review fees once review starts. We file any refund request on your behalf at no charge.
Third-party costs (surveys, engineering, notary, courier, record copies): Not refundable once ordered. Billed at cost with receipts.
Rush or expedite fee: Treated the same as the service fee. Also refunded in full if we miss the rush deadline through our own fault.
Re-submittal fees caused by client changes: Not refundable. This includes design changes, new scope, or missing documents from the client.
Refund Schedule
You have 3 days after we deliver your permit number to cancel for a full refund of our service fee. After that, you are not entitled to a refund.
Before your permit number is delivered: 100% of the service fee refunded.
Within 3 days after your permit number is delivered: 100% of the service fee refunded.
More than 3 days after your permit number is delivered: No refund.
The 3 days start on the day we send you the permit number by email or text.
Denials, Delays, and Agency Decisions
A permit denial or a slow agency is not grounds for a refund, because those decisions are outside our control. Instead, we keep working the file.
Denial or rejection comments: We handle the first round of corrections and resubmittal at no extra service fee. Later rounds caused by client design changes are billed separately.
Agency delays: Review times, backlogs, hurricane closures, and staff shortages do not trigger refunds. We give you status updates at least every [7] days.
Code or fee changes: If a jurisdiction changes its codes or fees mid-project, new costs are passed through at cost.
Project can't be permitted: If our research shows the work cannot be permitted as planned, we stop, report our findings, and refund the service fee in full.
When We Make a Mistake
If an error by Keystone causes a rejection, a missed deadline, or an extra fee, we fix it at no cost and cover the extra fee. Examples include a wrong form, a missed required document we were responsible for, or a filing to the wrong jurisdiction. If we can't fix it, you get a full refund of the service fee for that permit.
This guarantee does not cover errors in information, plans, or documents you or your contractors provide.
How to Request a Refund
Email your request within 30 days of cancellation. We respond within 5 business days.
1. Email [refunds@keystonepermits.com] with your name, project address, and invoice number.
2. We confirm the project status and send a written breakdown of what is refunded and why.
3. Approved refunds go back to the original payment method within 10 business days.
4. Government fee refunds are paid to you within 10 business days after the agency pays us. Agency timing varies.
Disputes and Chargebacks
Please contact us before filing a chargeback so we can resolve it directly. Filing a chargeback pauses all work on open files until it is resolved.
